%X This article presents the developments of an intervention program in 
the mountain slope area surrounding 
Cali. The program was designed and 
executed based on the development 
and knowledge of the community 
on the part of the Carvajal Foundation. The concepts of social capital 
and empowerment were used for 
demonstrating new local and urban 
development processes and their 
contribution to a new idea of city 
in Cali. The program was assessed 
using methodologies developed by the 
Inter American Institute for Social 
Development and Forum Solint. The 
document provides tools for: dealing 
with the establishment of new human 
settlements in the city; designing 
development strategies; and for formulating and implementing public 
policies for territorial zoning and 
citizen participation.
