%X From the narratives and evaluations forged by the Supreme Court of Justice and the National Constituent Assembly of 1991, this text aims to demonstrate that during the 20th century, Colombia was ruled by norms of public order that strongly restricted liberties and disarticulated the normal functioning of the public authorities. To achieve this objective, the author goes over history to clarify three points: the ways in which the executive power was consolidated in regards with public order issues, tensions and ruptures that occurred during the state of emergency of 1984, and strong criticisms that the caucus goers of the National Constituent Assembly of 1991 made regarding the state of emergency figure contained in the Constitution of 1886.
