The central objective of this article is to discuss the  transformations that have occurred in the establishment of civil society organizations taking into consideration the socioeconomic and political events that took place from 1930 to the end of the twentieth century in this country which have not only changed the political agendas of Latin American countries, but also transformed their functional perspective.
