%X The retirement pension in Colombia was initially conceived as an employer
obligation. From 1967, the Social Security Institute, created in 1946 with the Law 90, assumed
that responsibility, replacing the employer on the recognition and payment of the retirement
pension. At that moment, the liability of the retirement pension for those who had more than 20
years of service remained on the employer. On the other hand, the responsibility for workers,
who had over 10 years of service but less than 20, was shared between the employer and the new
Institute; and the Social Security Institute assumed all retirement liability for those workers who
served less than 10 years of service.
