Their actions are aimed to provide services to vulnerable populations where the government has constitutional responsibility to provide but fails to do so. This document describes this kind of intervention; a program for the drug resistant tuberculosis population in the municipality of Buenaventura, located in the Colombian state Valle del Cauca.
