%X In Colombia, the substantive contents of statutes have started to feed on
interpretations, recommendations and commandments given by the Constitutional
Court in its decisions. However, this statement cannot be extended to procedural
requirements in such a clear way. The purpose of this essay is to determine some
precedents about the legislative process, and to begin a reflection about the reasons
why the Colombian Constitutional Court’s rules have not been able to fully impact
the procedural activity of the Colombian legislator, yet.
