Colombia, home to the second largest black population in Latin America after Brazil,
has experienced a social phenomenon that severely affects this segment of the population: forced displacement. By applying an anthropological perspective to the subject, this
article analyzes policies and laws enacted to guarantee the rights of the displaced AfroColombian population, making note of their contradictions and limits. It proposes to
raise some points of conflict in ethno-racial relations that pervade the dialogue between
the state and Colombian society.
