This paper shows the relationship that has arisen between public spending to sustain the internal armed conflict in Colombia, and state spending for demobilization, victims of armed conflict and the restoration of land in the Santos government, which would
have the one of its main flags, consolidation of reintegration and ending the conflict. Thus, it is argued that many of the standards that have been issued in the midst of the internal armed conflict may be frustrated by the resources actually allocated to meet these obligations, and is thus compared with expenditures for maintenance military operations in the area in the past four years.
