Los estudios de la política exterior latinoamericana en la Unión Soviética y Rusia: Viejos y nuevos retos

The so-called return of Russia to Latin America generates uncertainty with regards to the goals of the new Russian foreign policy in this part of the world. Yet, in order to better understand the today’s Russian foreign policy, one must not only analyze the Soviet foreign policy in the second part of the last century but also pay a greater attention to the academic investigation in the USSR and modern Russia on the foreign policy’s topics. The latter is necessary because of the incidence of the results of the academic investigation in the decision making process by the authorities. That is why this paper discusses the key characteristics of the relations between the Soviet (and Russian) authorities and Latin American scholars in the Soviet Union and the Russian Federation, attempting to identify the main historical stages of the evolution of the studies of foreign policy of the countries of Latin America in the Soviet Union and today’s Russia.
