This paper proposes a method for evaluation/selection of network simulation tools, based in two key factors: ISO/IEC 9126-1 standard, which defines a quality model for software evaluation; and a cost function, based on values assigned to each one of the six items defined by ISO/IEC 9126-1. This method allows an expert based classification for each of the analyzed tools. This concept has taken hold among the political, economic, social, academic, environmental and civil sectors, and several initiatives leads to the integration of infrastructure, technology and services for citizens. In this context, road safety and traffic efficiency became in key issues to be solved. New mechanisms are needed in order to reduce accidents and its mortality rate, also requirements such as the optimization of the urban mobility and municipal planning, fuel consumption and greenhouse gases emissions reduction and real-time systems that provide dynamic and effective information to travelers. This article describes two (2) approaches that contribute efficiently to the traffic safety problem: video games used as serious games and vehicular applications for intelligent transportation systems. However, in a real case, an outdoor environment consists of many buildings and streets made of heterogeneous materials. Additionally, the characterizations of these classes of materials are usually taken from research of other authors with specific materials on site and often not done for the frequency band of operation. We analyze the behavior of the statistical variation of standard deviation, correlation coefficient and the average error between the values of estimated and measured path loss data when considering various values of permittivity of these three classes. Predicciones basadas en el uso de herramientas computacionales que mejoran cada vez los tiempos de respuesta con precisiones aceptables. Estos cálculos han sido corroborados a través de extensas campañas de medición en sitios específicos con el fin de evidenciar las hipótesis. Finalmente se exponen los resultados para cada situación analizada
