    " History Speaks Our Language!" A Comparative Study of Historical Narratives in Soviet and Post-Soviet School Textbooks in the Caucasus

    Long before the demise of the USSR, Western Sovietologists had noted the fact that in the Soviet Union the official version of history changed frequently. However, there is something that has passed almost unnoticed by the majority of scholars; namely, the debate about which version of history should be considered as true, and accepted as the official version to be included in school textbooks in the Soviet autonomous republics. This paper deals with several aspects of this process and its legacy by examining the way in which the distant past is presented in Soviet and post-Soviet school history textbooks. The author reveals the conflicting ethnic historical narratives in the textbooks of rival ethnic groups, focusing on the use of linguistic arguments to link ethnic identity to the territory controlled by the ‘titular’ ethnic group, and on the justification of the historical legitimacy of claims to territories by neighboring rival ethnic groups.

    Más alla de la politica del recinto étnico: Algunas reflexiones a la luz de los recientes acontecimientos en el Cáucaso

    A pesar de la imagen que algunos lectores podrían tener como resultado de los recientes informes en los medios de comunicación, el conflicto actual en el Cáucaso tiene una larga historia y una naturaleza compleja. Este es un conflicto que se libra a lo largo de líneas étnicas y los orígenes de esta rivalidad se remonta a la historia soviética de la región. En este trabajo, teniendo en cuenta como punto de partida los debates principales en el área de estudios de las naciones y el nacionalismo, el autor trata de aclarar las bases de los problemas modernos de la región del Cáucaso. Se trata de un ejercicio de tres aspectos: en primer lugar, el trabajo explora las relaciones entre los debates de la historiografía, la producción de la historia oficial y las políticas étnicas soviéticos, en segundo lugar, el autor discute un nuevo marco de la clausura étnica, y, finalmente, es un estudio de caso ofrecido.

    THE CLASH OF MYTHS A Review of The Value of the Past: Myths, Identity and Politics in Transcaucasia by Victor A. Shnirelman

    In ethnic conflicts of the former Soviet Transcaucasia, each conflicting group is trying its best to demonstrate the legitimacy of their claims mainly by the criteria of homeland and language. Such choice of criteria is based on Soviet practice, when ethnic groups could enjoy degrees of privilege of territorial political autonomy only when they were considered to be indigenous ethnic groups of the territories in question. Thus, most of the ethnic groups had to show that they were an autochthonous population in a particular territory which had continued to live there using their own language from the very beginning of their existence as a unique ethnic group.

    Cooperación internacional para el desarrollo en el Valle del Cauca : un estudio de percepciones

    This paper describes the perceptions of people involved in the processes related to the international cooperation for development in the Department of Valle del Cauca. Following the analysis of interviews with various key players and of documents relevant to international cooperation in the region, the authors argue that perceptions of individual actors have a strong impact on the processes related to international cooperation, and emphasize a wide diversity of perceptions demonstrated by those players as regards the aspects of the actual processes themselves. This diversity may impede a better coordination of the flow of international cooperation in the region.

    Colombia frente a las potencias extra-hemisféricas : el caso de las relaciones colombo-rusas

    In Latin America, the end of the Cold War was marked by the beginning of the important changes, including the growing incidence of extra-hemispheric powers like Russia. However, the academia has been rather slow in building new knowledge on the subject. One reason behind this scarcity is the difficulties that arise when attempting to examine various aspects of the Colombian post-Cold War foreign policy towards Russia using the so-called mainstream approaches. This article aims to narrow the gap by introducing a framework of analysis that is based on the role theory and is used to examine the case of the Colombo-Russian relations during the government of Ernesto Samper Pizano (1994-1998). The author argues that the application of the role theory to the foreign policy analysis opens new possibilities for studying Colombian relations with countries from outside the Americas.

    This paper is a result of an investigation that was carried out by the Interdisciplinary Research Center (CIES) of the Faculty of Law and Social Sciences of Icesi University in Cali, Colombia, as a part of a broader project under the auspices of the United Nations Development Program (UNDP) in Colombia, to study the cases of best practices to overcome the conflict. These cases have been organized in a public database, which is maintained by UNDP3 .

    The Political Spectacle of the Humanitarian Agreement and Hugo Chavez's Mediation during the Second Administration of Álvaro Uribe

    During Álvaro Uribe’s second term in power, diplomatic relations between Colombia and Venezuela were marked by severe difficulties that triggered several crises. With the arrival of Juan Manuel Santos to power, however, these difficulties seem to have been resolved unexpectedly fast. Hence, rather than being a crisis caused by some structural aspects of bilateral relations, the dispute was about misunderstandings and tensions that can be linked to specific dynamics of the relationship between Hugo Chávez and Álvaro Uribe. The authors use the concept of political spectacle proposed by Edelman (1988) in order to examine the relationship in question. From this perspective, the unsuccessful attempt to reach a humanitarian agreement with the mediation of Hugo Chávez that took place during the second half of 2007 can be considered as the first relevant event to analyze in the Venezuelan and Colombian leaders’ conflictive interactions at the time. The article examines the way in which the political developments of this period were interpreted and transmitted by the El Tiempo newspaper immersed in a political spectacle that was based on a government-media relationship and aimed at generating support of the government in the public opinion through the symbolic use of the kidnapping issue.

    Rusia y ALBA: ¿Un matrimonio por conveniencia?

    El 15 de octubre del 2010 fue un día inusualmente frío, aún para el otoño frío de Moscú cuando, sin explicaciones, la policía suspendió el tráfico en una de las calles principales que conectan el centro con uno de los vecindarios más prestigosos del suroccidente de la Ciudad. Esto no significa que los residentes de Moscú no están acostumbrados a que la policía tome estas acciones; Moscú es el área metropolitana más grande de Europa, con más de siete millones de automóviles registrados en la ciudad y muchos funcionarios del gobierno y poderosos hombres de negocios, así como sus esposas, hijos y otros familiares cercanos no dudan en ordenar a la policía que suspenda el tráfico proveerles a esto VIP una vía rápida a su destino.
