Ítem Asia-Latin America Interactions from a Subnational Perspective(Academia, 2012-01-01) Rouvinski, VladimirThis piece is devoted to the emerging issues resulting from the growing incidence of interactions between Asia and Latin America at a subnational level. This growth is manifested by an increasing number of mutual visits by members of regional and local governments in Asia and Latin America, often accompanied by the signing of formal agreements. This piece is also about the increase in flows of international development cooperation originating in Asia that find their way into Latin American regions and provinces with no need for the central government’s protagonist role. International migration, informal commerce, transnational crime and cultural interactions are just some of the other aspects Asia-Latin America relations that can be analyzed from a subnational perspective
Ítem Cooperación internacional para el desarrollo en el Valle del Cauca : un estudio de percepciones(Universidad Icesi, 2013-01-01) Otálora Sevilla, Lady Maritza; Rouvinski, VladimirThis paper describes the perceptions of people involved in the processes related to the international cooperation for development in the Department of Valle del Cauca. Following the analysis of interviews with various key players and of documents relevant to international cooperation in the region, the authors argue that perceptions of individual actors have a strong impact on the processes related to international cooperation, and emphasize a wide diversity of perceptions demonstrated by those players as regards the aspects of the actual processes themselves. This diversity may impede a better coordination of the flow of international cooperation in the region.
