    The objective of the case discussed here is to present the complex situation that arises at a large raw material manufacturing company in the construction industry when its integrated information management system collapses; a situation commonly known as “a system crash”. These kinds of system failures constrain logistical activities related to the distribution center that is responsible for shipping orders on a national level on the sales closing date at the end of a given month. This hampers the order invoicing process and, therefore, gives rise to non-compliance with order deliveries, customer dissatisfaction, potential loss of orders, and non-compliance with the company’s sales goals, thus affecting the profitability.

    Gobernanza y calidad en la gestión pública

    This research focuses on a study of the incorporation of quality in the roles of government and public management. Based on a review of the most representative literature published in the last fifteen years, an analysis is conducted of global changes and their effects on the transformations of the State in order to propose a new approach to governance. This general framework provides the basis for a discussion of convergence between new public management and quality, based on experience with administrative reforms implemented in Latin American governments for the past two decades. Lastly, it provides a review of the contributions of the quality management model and certification of services through the implementation of ISO 9000 standards and process analysis in public organizations.

    Propuesta metodológica para medir la calidad del servicio de consulta externa en medicina general

    This article offers a methodological proposal for measuring quality of outpatient service using the model of tolerance zone. A mix of in-depth interviews, focus group meetings, exploratory factor analysis, and confirmatory factor analysis revealed that users make judgments about the quality of outpatient services by evaluating service convenience, substantial service, and human and professional aspects of service providers. The article includes a guide about how managers should apply, interpret, and use the outcomes of the proposed evaluation methodology. Lastly, it identifies limitations and suggests future research topics.

    Aproximación a los factores que influyen en la visión del patrimonio en las empresas familiares colombianas

    The objective of this exploratory research was to identify factors that influence the ownership vision of Colombian family-owned business, in other words, the purpose of ownership in the families. The initial research model theoretically established that there are different combinations of these factors that influence ownership vision. A wellstructured questionnaire was applied to 32 companies of different sizes, generations, and sectors. A factorial and multiple linear regression analysis was performed which indicated an influence of: 1) a percentage of family managers (family factor); 2) the total number of family members (family factor); and 3) the return on equity (wealth factor).

    La maximización del beneficio en las empresas depuradoras de aguas residuales el Caso de Valencia (España)

    The main purpose of this paper is to design a new way to maximize the profit of wastewater treatment plants (WWTP). The establishment of multiple goals impedes their simultaneous achievement. As a result, it will be enough to achieve a certain degree of satisfaction of each goal. Sometimes this approach can be extremely difficult, so minor violations of some restrictions are exceptionally allowed. Fuzzy goal-based scheduling can be considered a suitable tool for these kinds of problems. In short, WWTPs will have a suitable tool for achieving profit maximization, and, at the same time, there will be a new system to measure efficiency in the sector.

    Políticas de incentivos relacionadas con la investigación: una revisión crítica desde la teoría de contratos

    Universities in Colombia initially focused on teaching. Some of them, both public and private, have reconsidered their vision and have developed policies aimed at incorporating research into their priorities. Clear mechanisms of incentives for publication have been designed for the purpose of getting faculty members involved in the production of knowledge and the divulging of results through national and international indexed journals, books based on research findings, and academic conferences and events. This article aims to highlight the value of Contract Theory in order to provide an understanding of the research incentive policy at Colombian universities, conducting a review of major theoretical contributions to moral hazard problems and discussing research incentive policies in the light of these concepts.

    Factores de éxito de las alianzas estratégicas: el caso de las empresas integradoras mexicanas

    The purpose of this work was to explore the performance factors at Mexican integrative companies (a form of strategic alliance), by applying a comprehensive theoretical model derived from a thorough review of literature published from 1985 to 2010. The results obtained show that the performance of alliances depends on two actors, namely, the partner and the alliance, each of which has its own determining factors.

    ¿Existen ganancias por la cobertura de riesgo cambiario en un portafolio de acciones global, desde la perspectiva de un inversionista colombiano?

    This study looks for gains in terms of efficiency for local investors with an internationally diversified portfolio by hedging the exchange risk. To estimate an optimum portfolio with a minimum variance we used a robust methodology which allowed us to make statistical inference and prove that international diversification reduces portfolio risk for local investors. This methodology is applied to stock portfolios held by a Colombian and a Mexican investor, and the conclusion is that hedging exchange rate risk can reduce the risk of the portfolio, with the possible exception of a high negative correlation between the exchange rate and the local stock index.

    Otra ciudad detrás de la ladera: estudio sobre un programa socioeconómico de la Fundación Carvajal en Cali

    This article presents the developments of an intervention program in the mountain slope area surrounding Cali. The program was designed and executed based on the development and knowledge of the community on the part of the Carvajal Foundation. The concepts of social capital and empowerment were used for demonstrating new local and urban development processes and their contribution to a new idea of city in Cali. The program was assessed using methodologies developed by the Inter American Institute for Social Development and Forum Solint. The document provides tools for: dealing with the establishment of new human settlements in the city; designing development strategies; and for formulating and implementing public policies for territorial zoning and citizen participation.

    This work is aimed at analyzing the key factors to personnel management at complex organizations, such as healthcare institutions, which provide public services. To this end, it employs one of the newest developments in the field of human resource management as a theoretical framework, namely, competency-based management. It is also intended to shed light on the application of these personnel management proposals to organizations in the healthcare system in Valencia. It used a research methodology based on an in-depth review of various cases of both public and private hospitals in the community of Valencia, Spain, in order to create new theoretical constructs in this field.

    Primera aproximación a la caracterización y medición de las industrias culturales en Cali

    This document presents a summary of the results of the characterization and measurement of cultural industries in Cali. It also describes the situation of these industries in this city and proposes goals and actors necessary in order for the industry to thrive as a driver of economic development. It was found that cultural industries account for around 1,0% of the city’s GDP and generate 2,7% of all employment. It is a sector with high levels of informality, low levels of exports, and high volatility of production. Until recently, this sector lacked public policies oriented towards fostering development.
