Ítem Hacia una comprensión de la realidad social desde la teoría general de hechos institucionales(Universidad Icesi, 2011-07-01) Giraldo Chavarriaga, John AlexanderThis paper offers a critical interpretation of the general theory of institutional facts, which intents to comprehend, on the basis of a basic regulatory structure with functions assignments, how objective social reality is constructed. We discuss problems, approaches, and theoretical methods employed by Searle, in contrast to sociological constructivism, examining the issues of autoreferentiality of the concept of institutionality, the search for objectivity, the adoption of external realism, the concept of truth, the role of language, and intentionality in the theory. Finally, the author verifies if the theory in question complies with some of the features that a general theory of regulation should have, according to the criteria of René Thom.Ítem Secularización en la zona Andina de Nariño. The method employed by the author is review, organization, and classification of social statistics. A comparative analysis of the confidence in two institutions provides the means to advance in the direction of defining and discussing the analytical objects related to the local and regional dimensions of social change.Ítem Poder, conflicto y orden. The aim of this paper is to demonstrate how, along social interactions during daily life of detainees, relations between power and conflict have been constructed giving the way to the order alterative to the legal one endorsed by the State. In Colombia, despite of certain advancement of decentralization process, there is a shortage of clarity with regards to the mechanisms of intergovernmental coordination within the framework of regional autonomy. This scarcity opened the doors for the scenarios in which the coordination of public policies between territorial entities becomes fertile soil for political opportunism. Its key objective is to discuss why the reduction of the levels of the conflict-related violence was unequal in various parts of the country between 2003 and 2010. The author addresses economic, institutional, and social causes as well as embraces the ongoing theoretical debates on the issue. The paper affirms that it is precisely the diversity of the causes that makes the Colombian conflict such a complex one, and that any related study must address all of the causal variables and perpetuating factors involved.Ítem La oposición política en Chile durante el período 1990-2011. Assuming that opposition plays a pivotal role in the functioning of a democratic system, the paper demonstrates that –with regards to changes and alterations of an immediate context– the evolution of opposition in Chile can be characterized by its reactive attitude, sometimes combining competence with collusion and cartelization. The author argues that it is the electoral domain, in which the opposition has adopted the most offensive attitude and left the task of informal negotiation between representatives of two key coalitions to other entities.Ítem Participación éxito y prioridad: un análisis macro de los equilibrios en las relaciones entre los poderes ejecutivo y legislativo en Colombia, 2002-2006(Universidad Icesi, 2011-07-01) Milanese, Juan PabloThis paper examines the key characteristics of the link between the executive and the legislative branches of power during the first government of Alvaro Uribe Velez, which caused countless appraisals, highly inaccurate and questionable, with regards to the configuration of the so-called limited presidential centralism. The analysis of institutions includes a number of approaches, but the most relevant are the ones offered by Thorstein Bunde Veblen, Douglas North, and Oliver Williamson. The aim of this paper is first to discuss the convergences and divergences, which can be identified in the approaches offered by Veblen, North, and Williamson, and, then, to propose a categorization that specifies definitions, methods, and institutional treatment in each of the approaches, in order to help clarify the appellative of “institutionalist” and to better comprehend each of the approaches.Ítem Instituciones, cambio institucional y crecimiento económico: una revisión crítica del enfoque neoclásico(Universidad Icesi, 2011-07-01) Bermúdez, CeciliaThis paper examines the relationship between institutions and economic growth under the framework offered by the neoclassical theory. The author deals with the hypothesis of economic growth based on the ‘property rights system’ and describes the key theoretical and empirical issues involved, as well as the impact of this perspective on the design and implementation of public policies. Finally, the paper turns its focus to the debate about institutional change and compares difficulties faced by various approaches that attempt to offer explanations with regard to the causes of permanent changes in the trajectory of economic growth of one or another country.Ítem ¿Qué son las instituciones?(Universidad Icesi, 2011-07-01) Hodgson, Geoffrey MartinAlthough the concept of institution has long history in social sciences, there is still no agreement with regard to the interpretation of the concept. The paper first discusses the ambiguities in North’s approach, in particular, when the latter limits the concept of institution to the system of formal rules that govern the organizations. Next, in order to overcome the difficulties of North’s approach, the author proposes to widen the concept by taken into account the informal base of all structured and enduring behavior..
