As a result, there has been an increase of the flow of Colombians abroad; and, at the same time, the destinations, motivations, and socio-economic conditions of those who are making part of this process are changing. The researchers in Colombia have been concentrating their attention on two tasks: on one hand, to describe and characterize the Colombian population outside the country, and, on the other hand, to analyze the motivations and impacts of international migration in two scenarios: one scenario composed of the political, economic, and social structures of both states (the host State and the colombian State); and, the other, a more personal one, represented by the social circle in which the migrants actually live their lives. In this context, there are many ways in which the Colombian migrants are able to integrate effectively into the host society while maintaining relations with their home communities; the creation of small and medium enterprises are emerging as one of these ways through the immigrant can re-build their social conditions and increase the level of acceptance by the host society.Ítem Política pública de la migración en el Departamento del Valle del Cauca: ¿Cómo se está tratando el tema de la migración internacional, en el Departamento del Valle del Cauca hasta el 2009?(Universidad Icesi, 2011-08-01) Mendez Figueroa, Diana Marcela; López López, LorenaThe present working paper is an adopted version of the authors’ thesis completed in December 2009 at Icesi University in Santiago de Cali- Colombia. The article studies the Colombian Public Policy for Integral Migration (PIM) and its effects in the department of Valle del Cauca. A particular attention is given to the discussion of the relations between the national authority and the departmental government and the impact of a nationally-designed public policy on the society of the region. The document is divided in four topics. First, a conceptual framework devoted to the concept of international migration. Second, a historical of the process of migration in the Department of Valle del Cauca is described for the past 30 years. Third, the paper analyzes the Conpes 3603, document approved by the National Government and designed by the Ministry of Foreign Affairs, in order to estimate its influence on government policies in the Department of Valle del Cauca. Fourth, the paper discusses some of the most relevant organizations working with the government of Valle del Cauca (Colombia) in order to develop a public policy on international migration within the department.Ítem El impacto de las remesas en Guatemala: ¿alivio de la pobreza o factor de desarrollo?(Universidad Icesi, 2011-08-01) Barre, CamilleSince remittances are a common phenomenon in Latin America,, politicians, academics and international organizations have been interested to better understand the impact of remittances on development in this part of the world. This article shows the economic and social consequences of these financial transfers in the case of Guatemala, which, because of a significant emigration to the United States, is one of the key countries to receive remittances. In order to comply with its objective, the paper describes Guatemalan emigrants who send remittances, the general profile of households which receive those transfers and the way their money is spent. The paper argues that remittances constitute a significant help to poor families as they allow them to increase their basic consumption as well as their access to education and health. However, the impact of remittances on national development remains unclear, since it is still necessary to better establish not only which factors favor the use of remittances for productive activities, but also the limitation of the process in question. Finally, this paper discusses the position of the Guatemalan State with regards to its citizen’s emigration and the issue of public policies on migration and remittances.Ítem La participación política de los inmigrantes en Italia: un caso de participación mediada(Universidad Icesi, 2011-08-01) Lori, Massino; D'Amen, Barbara; Pantoja Ypanaque, Juan ManuelDuring last two decades, the presence of people with other national identities in Italy has grown substantially affecting social, economic and demographic profiles. Measures of political integration, particularly those provided at the national level, have demonstrated ineffective, and failed to represent migrants’ interests as far as political participation and civic life are concerned. Similarly to the national political scenario and taking into account the absence of a national reference regulative framework, some municipalities and regions have independently established significant organisms like the elected councils or the representative of the Adviser (Consigliere aggiunto in Italian).Ítem La frontera invisible del territorio Wayúu(Universidad Icesi, 2011-08-01) Giraldo, EduardoThe territory of the wayuu people is, currently, located along the northern border of Colombia and in the northeastern Venezuela. The representations concerning “the Great wayuu Nation, where there is no border” can be found in sociological and anthropological literature and are also expressed by some people of the wayuu ethnic group. But the legal international demarcation of the border has consequences for the mobility and affects the perceptions within the Wayúu territory. This paper discusses some of the representations concerning the invisible frontier that crosses the territory, comparing this to some testimonies of what in practice means the crossing of the invisible demarcation for the Wayúu, a reality that is confronted to the representations of a territory without borders.Ítem La migración Japonesa en el Valle del Cauca.Una perspectiva regional(Universidad Icesi, 2011-08-01) Arango Londoño, José AlejandroThis article offers a brief overview of the historic process of the Japanese migration to the Valle del Cauca, using as its transversal analytic axis the concept of region based on a relational perspective, namely, thinking of region as exchanges. Hence, the key objective of this paper is to identify a particular way, in which the Japanese migration played an important part in the construction of Valle del Cauca, following the dynamics of affiliation of the settlers with this region. The main thesis of this article is that the Japanese settlers had experienced a changing integration process in the region, as they were introduced into different projects of regional construction in a successful way.Ítem Prólogo.
