Democracia como significación. Los Foros participativos regionales de consulta pública en Argentina
(Universidad Icesi, 2017-05-01) Guzmán, Víctor Humberto
This paper presents the study of part of the dispute process around the Audiovisual Communication Services law in the argentine public space during the year 2009. Specifically, it shows how the signification of democracy was configured in the Regional Participatory Forums of Public Consultation (FPCP) organized by the Federal Broadcasting Committee (COMFER) which were held during 2009 as a previous stage to the presentation of the Audiovisual Communication Services Bill. Thus, from the analysis of the interventions in the FPCP, the paper presents the emergence of democracy as democratic gradualness configured in three analytical dimensions: what democracy is not, democracy as plurality, and democracy as participation.

Artistas vs. Vándalos: construcciones binarias desde la prensa comercial
(Universidad Icesi, 2017-05-01) López, Matías David
This paper analyzes the discursive construction of El Día –the main commercial mass media of La Plata (Argentina)– about different local practices of cultural intervention. The methodological focus allows the interpretation of mass media as «political actors», who take part in the production of social discourses and senses. The materials consist in diverse publications of El Día: notes, chronicles, editorials, among others. To examine these materials, is used the analysis of content and interviews realized to some of the involved actors. As a result of the work, is recognized the production of a symbolic economy, going between negativity and certain recognition of some practices, as long as they are read like «artistic». At the same time, is entrusts them the task of «stopping the vandalism» that nests in the urban space.

Vulnerabilidad y prácticas de información: experiencias de migrantes latinos (indocumentados) en EE.UU.
    (Universidad Icesi, 2017-05-01) Gómez, Ricardo
This article presents the second part of a study that explores information practices (research, use and distribution of information) of Latino migrants, particularly those who are undocumented, on the border between Mexico and the United States, and in Seattle, Washington. In these contexts, different information practices are generated. At the border we find more information poverty practices of the kind «small world», which are expanding and consolidating insofar as the sense of belonging is strengthened, after spending more time settled than the estimated in the United States. However, vulnerability and transience are maintained by the permanent risk of deportation.

    Periodismo mutante y bastardo
(Universidad Icesi, 2017-05-01) Omar G. Rincón
The 20th century ended in 2016. Fidel Castro died in politics. And the journalism could not tell the reality. The great ruin of journalism is that it has stopped narrating democracy, making sense of our times, telling the realities of ordinary people, controlling power. Thus, the journalistic office is an endangered species in the mainstream media that have decided to become political actors that lobby for business interests and have turned information into sensationalism or show business. By doing so, we have reached a world where the value of journalistic information is low and media legitimacy and credibility is ruined. This essay argues that it is necessary and urgent to re-invent journalism and raise some glimpses of where to do it.
