    (Universidad Icesi, 2019-01-01) Valverde, Mariana
The forms of political populism that are flourishing around the world, in extreme rightwing versions, but also in left-wing versions, are often dismissed as ignorance, fake news, and demagoguery. However, those analyses often focus only on the content of the claims made by populist leaders rather than on the forms of «veridiction» and the ethical practices and forms that constitute «populism». In this article some theoretical tools borrowed from Foucault’s diverse work on «veridiction» and truth-telling, and also from Adorno’s 1960s critique of existentialism, are deployed to try to understand the forms and techniques that constitute populist leaders as «authentic» and thus as close to the people and as not contaminated by discredited institutions. Authenticity is created through very specific forms of truth-telling, as is shown with the example of the late mayor of Toronto, Rob Ford.

(Universidad Icesi, 2019-01-01) Restrepo Neira, Cecilia
Envy and Schadenfreude are negative emotions. Envy promotes social comparison as well as the desire to have something that is possessed by another, while Schadenfreude involves a rewarding feeling derived from the pleasure obtained for misfortune happening to the envied person. Both emotions hinder social relationships. This narrative review is based on the state of the art on the relationship between envy and Schadenfreude. A review of these concepts was carried out and social psychology and neuroscience experimental studies were analyzed. The findings indicate that the literature reviewed focuses on four factors that relate envy and Schadenfreude: 1) brain activation, 2) social conditions, 3) empathy, and 4) the merit system. Additionally, the literature showed the possibility that envy could be a predictor of Schadenfreude, which would provide basis for new research studies to test this hypothesis.

This article, based on a review of the concept of governance, examines the public policy of childhood and adolescence at local level in Colombia. The empirical examination of governance is carried out based on the analytical categories of management and leadership, the interaction of actors, decision spaces and multilevel structure, the design and institutional structure, the technical capacity of the levels of government and accountability. These categories show the multiple aspects that affect the configuration of local governance of this policy and understand why the guarantee of the prevailing rights of children in the territories is achieved or limited, based on two case studies.

(Universidad Icesi, 2019-01-01) Satizabal Reyes, Melania
People with disabilities have experienced situations of social exclusion and discrimination. However, some have managed to join the labor market. This paper aims to explore the employment conditions of a group of workers with disabilities. A quantitative, descriptive, cross-sectional study was carried out with a sample of 160 workers with disabilities in Cali. An index of employment conditions was designed. The study found that one in two workers has good employment conditions. The type of disability impacts employability. The stark diversity of the sample reveals that physically disabled workers have better employment conditions, while mentally disabled workers have worse conditions. Labor dependence influences employment conditions. Salaried workers have better employment conditions than freelance workers.

Rebuscadores de la calle: a Photograph of the Working Poor in Bogotá
(Universidad Icesi, 2019-01-01) Porras Santanilla, Laura
Using qualitative methodologies, this paper offers a contribution to the very recent literature on rebusque by characterizing the practice of the social grouping that I will refer to as «street rebuscadores» in Bogotá. Based on eighteen months of ethnographic research in the localities of Ciudad Bolívar and Suba (2012-2014), this paper draws on Bourdieu’s theory of practice, particularly on the concepts of habitus and capital, to argue that street rebuscadores share a similar volume and composition of overall capital (or habitus), as well as various practices associated with their habitus. Within that theoretical framework, this paper describes and analyses four common practices of street rebuscadores, in the hope of shedding some light on the logic underneath those practices. Ultimately, my political goal is also to give some visibility to the most vulnerable segment of the working poor.

    (Universidad Icesi, 2019-01-01) Reyna, Carla
This article discusses the practices, individuals and institutions that were involved in the fight against trachoma in school children in Santiago del Estero, Argentina, between the 1920s and 1940s. The goals of this paper are, firstly, to analyze the creation of a mixed health care system to preserve the vision health of schoolchildren. Secondly, to examine the disputes between local trachoma experts, who relied either on a hygienist approach or a sanitary approach regarding the etiopathogenesis of trachoma, the correlation between ethnic stigmatization and contagiousness and the effectiveness of school campaigns in the province.
