Resumen
La presente investigación analiza los factores que han dificultado la implementación efectiva de la Política Pública Municipal de Juventudes de Quibdó 2024 - 2035 y las estrategias que podrían fortalecer la garantía de derechos y la participación de los jóvenes en el municipio. Mediante un enfoque cualitativo que triangula análisis documental, entrevistas con líderes sociales afrocolombianos y acceso a datos secundarios del proyecto Colabora.Lat, se identifican barreras estructurales multidimensionales: debilidad institucional crónica con apenas 0.3% del presupuesto municipal destinado a juventud, precariedad económica con 39.9% de desempleo juvenil y 68% de informalidad laboral, violencia territorial con tasas de homicidio juvenil que quintuplican el promedio nacional, y exclusión educativa amplificada por una brecha digital donde solo 17.7% de hogares tiene conectividad. Los hallazgos revelan una brecha significativa entre participación formal y agencia real, con mecanismos institucionales que operan como espacios de legitimación simbólica mientras las organizaciones juveniles de base demuestran mayor vitalidad y legitimidad territorial. Emergen categorías analíticas como "Coronabala", "afrojuvenicidios" y "gobernanza colaborativa desde abajo" que aportan a la comprensión de las políticas de juventud en contextos de exclusión estructural. Las recomendaciones proponen transformaciones en el diseño institucional, los mecanismos de participación, el enfoque de seguridad y la incorporación efectiva del enfoque diferencial étnico - territorial.
Abstract
This research analyzes the factors that have hindered the effective implementation of Quibdó's Municipal Youth Public Policy 2024-2035 and the strategies that could strengthen the guarantee of rights and the participation of young people in the municipality. Using a qualitative approach that triangulates documentary analysis, interviews with Afro-Colombian social leaders, and access to secondary data from the Colabora.Lat project, multidimensional structural barriers are identified: chronic institutional weakness with only 0.3% of the municipal budget allocated to youth; economic precarity with 39.9% youth unemployment and 68% informal employment; territorial violence with youth homicide rates five times the national average; and educational exclusion amplified by a digital divide where only 17.7% of households have internet access. The findings reveal a significant gap between formal participation and real agency, with institutional mechanisms operating as spaces of symbolic legitimation while grassroots youth organizations demonstrate greater vitality and territorial legitimacy. Analytical categories such as "Coronabala," "Afro-Youth Murders," and "Collaborative Governance from Below" emerge, contributing to the understanding of youth policies in contexts of structural exclusion. The recommendations propose transformations in institutional design, participation mechanisms, the security approach, and the effective incorporation of a differential ethnic-territorial approach.
