Modelo de gestión integral de TIC en procesos de producción de educación virtual

Las instituciones de educación superior en Colombia están evolucionando a modelos que permiten no sólo fortalecer sus estrategias internas de proyección, sino también abrirse a un mundo donde pueden estar al mismo nivel de instituciones reconocidas internacionalmente, interesando a alumnos de todas partes del mundo y adoptando estándares que permiten llegar a esta meta. Sin embargo, para llegar a ésta, las universidades deben invertir esfuerzos en la adopción de modelos tales como la educación virtual; éstos como ventana hacia el mundo, pero también, como política institucional para llegar a los objetivos de crecimiento, proyección y calidad. Al hacer un estudio detallado del problema, se identificó que la tecnología se ha usado tradicionalmente como una herramienta netamente instrumental, especialmente como medio para llegar al usuario final pero no como un elemento estratégico para potencializar los procesos de educación virtual que permitan un mayor nivel de producción de calidad orientada al usuario final. Como resultado final se pudo concluir que la incorporación de modelos de gobernabilidad de TI permiten un mejor control, seguimiento y evaluación del proceso de producción y prestación del servicio, además del mejoramiento en algunos procesos claves dentro de la operación de la institución como la planeación de procesos de TI, la gestión de incidentes y problemas, la seguridad de la información y la planeación de proyectos.

Institutions of higher education in Colombia are evolving to models that allow them to not only strengthen their internal strategies of projection, but also open up a world where they can be at the same level of internationally recognized institutions that draw student’s interest from all over the world and adopting standards to reach this goal. But to reach this goal universities must invest effort in making models such as virtual education, not only as a window into the world but as an institutional policy to achieve growth objectives, design and quality. At a very early stage universities have implemented e-learning processes without the expected results in terms of production, quality and efficiency standards that would not only achieve a certification to that effect, but also in efficiency and effectiveness, taking into account the ongoing improvement and standardization of procedures to get results. By making a detailed study of the problem, it has been identified that technology has traditionally been used solely as an instrumental tool, particularly as a means to an end user but not as a strategic element to potentiate e-learning processes that allow a greater level of production oriented quality and effectiveness projected towards the end user. As a solution to this situation raises the possibility of incorporating a model of governance of technological information that covers each element makes that up the production model of online courses will ensure quality product that meets the requirements of end users. The model integrates two different solutions that contribute to the management model, a model-oriented by TI governance (COBIT) and another focused on project management (PMBOK) which is coherently integrated to provide a standard that allows mainstreaming of technology in every aspect of production and delivery of service-learning in higher education institutions. With the aim to validate the model of production processes and service provision of a virtual education area and assess the relevance of the proposal in respects to real production situations as well as real environment that would demonstrate complete relevance of the proposal. As an end result, we could conclude that the incorporation of IT governance models allow better control, monitoring and evaluation of production processes and service delivery improvement in some key processes within the operation of the institution and the TI planning process, management of incidents and problems, security of information and project planning.
