Análisis del rezago en capital humano del departamento de la Guajira

El presente documento analiza las causas del rezago regional de La Guajira en términos de Capital Humano desde diferentes perspectivas. Inicialmente, se presenta una descripción de los principales indicadores educativos y socioeconómicos del departamento, mediante recolección de información del Departamento Administrativo Nacional de Estadística (DANE). Luego, se presenta un análisis de los factores históricos que influyeron en la configuración del sistema educativo actual de La Guajira. A continuación, se plantea un estudio de la influencia del factor gubernamental a través del análisis de la eficiencia del gasto público en educación sobre la formación de capital humano en el departamento. Por último, se analiza la importancia del factor cultural en la configuración de los principales indicadores de educación formal, informal y aprendizaje del trabajo del departamento, mediante un estudio de la formación de capital humano en la comunidad Wayuu.

This paper analyzes the causes of regional backwardness of La Guajira in terms of human capital from different perspectives. Initially, it presents a description of the main educational and socioeconomic indicators of the department, by collecting information from the National Administrative Department of Statistics (DANE). Then, an analysis of the historical factors that influenced the configuration of the current education system of La Guajira is presented. Later, a study of the influence of the government factor arises, by analyzing the efficiency of public spending on education on human capital formation in the department. Finally, the importance of the cultural factor in the configuration of the main indicators of formal, informal learning and work of the department is analyzed, through a study of the formation of human capital in the Wayuu community.
