Resumen

En 2023, a pesar de una leve reducción del déficit habitacional, el acceso real a una vivienda digna se ha deteriorado debido a una caída en la construcción (25,5%), las ventas de viviendas (46%) y los retiros de compras (129%), especialmente en el segmento de Vivienda de Interés Social. Estos fenómenos están relacionados con los altos costos del crédito, la inflación y la disminución de los subsidios, y afectan de manera desproporcionada a las mujeres y a los hogares de bajos ingresos. Este documento propone una teoría del cambio enfocada en siete productos innovadores de política pública y acción estructural, inspirados en las mejores prácticas nacionales e internacionales adaptadas al contexto de desigualdad y urbanización informal de Cartagena. La propuesta busca superar el enfoque mercantilista de la vivienda y avanzar hacia su reconocimiento como un derecho humano, anclado en la justicia espacial y la participación efectiva de las comunidades. Finalmente, se destaca la urgencia de diseñar e implementar una política pública de vivienda con un enfoque territorial, étnico, de género e interseccional, que reconozca las diversas formas de vida y garantice soluciones de vivienda sostenibles, accesibles y culturalmente relevantes en una ciudad donde la tierra se disputa entre los intereses económicos y el derecho a permanecer.

Abstract

In 2023, despite a slight reduction in the housing deficit, real access to decent housing has deteriorated due to a fall in construction (25.5%), home sales (46%), and purchase withdrawals (129%), especially in the Social Interest Housing segment. These phenomena are related to high credit costs, inflation, and a decrease in subsidies, and they disproportionately affect women and low-income households. This document proposes a theory of change focused on seven innovative public policy and structural action products, inspired by national and international best practices adapted to Cartagena's context of inequality and informal urbanization. The proposal aims to overcome the mercantilist approach to housing and advance towards its recognition as a human right, anchored in spatial justice and the effective participation of communities. Finally, the urgency of designing and implementing a public housing policy with a territorial, ethnic, gender, and intersectional approach is highlighted, one that recognizes diverse ways of living and guarantees sustainable, accessible, and culturally relevant housing solutions in a city where land is disputed between economic interests and the right to remain.
