El discurso paramilitar de alias ‘39’: sospechosos, infractores y redimidos en La Mesa, Cesar

The paper aims to characterize the paramilitary speech in the village of La Mesa, Cesar, whose practices of power-knowledge are not registered only in the coercive field, but extend to forms of communication, where control and subjugation of the population, legitimation and delegitimation of the enemy and unwanted (FARC and ELN, suspects and offenders) acquire a particular form of registration in the individualities and the social body, and extends, as a correlative to the soccer field, school, the streets, workplaces, artifacts (stone and arches soccer) in the territory. In addition to suspects and offenders he led to another subject registered in the speech, the redeemed. The relationship of what to do and not doing, unfurled a control technique to establish a regime of violence-discipline, linked to a prohibitive know, discriminant, who submitted the minds, bodies, actions and decisions of the people in their inter-relations and community practices.
Enfoque de género en la implementación de la Ley de Víctimas y Restitución de Tierras: una propuesta para la caracterización de las mujeres y niñas víctimas del conflicto armado en Colombia

El objetivo de este artículo es hacer una propuesta metodológica para incorporar la perspectiva de género en las herramientas de planeación de la Ley de Víctimas y Restitución de Tierras a nivel territorial. Las medidas de reparación integral a favor de las mujeres deben reconocer que las violencias producto del conflicto superan el episodio mismo y agudizan las brechas de inequidad y goce efectivo de derechos entre hombres y mujeres. Por lo tanto, todo intento de caracterización de las mujeres sobrevivientes del conflicto debe tener en cuenta: la situación de las mujeres en los diferentes ámbitos de exclusión como el acceso a la vivienda y tierra, el nivel de educación, la autonomía económica, y los diferentes tipos de discriminación que viven en tiempos de paz, como puntos de partida para la formulación de políticas de prevención y reparación integral de las mujeres en los territorios.
Escenarios de no-guerra: el papel de la música en la transformación de sociedades en conflicto

Este artículo explora diferentes marcos de trabajo en la relación de la música, la guerra y la transformación de conflictos. Este estudio reflexiona sobre cómo la música puede aportar a las posibilidades de una paz duradera en sociedades situadas cerca al final de un conflicto histórico violento. Así mismo propone que los factores culturales, y especialmente la música, pueden a) identificar los conflictos sociales; b) pensar sus diversas soluciones en comunidad; y c) reflexionar a partir de algunos casos específicos las formas en las cuales la música posibilitó catalizar el dialogo y la transformación conflictual a través de la práctica y la reflexión musical.
“¿Ésta es la paz de Santos?”: el partido Centro Democrático y su construcción de significados alrededor de las negociaciones de paz

This work studies the discursive strategies that have been adopted by the Centro Democrático party and its supporters regarding the peace negotiations between FARC and the Santos Government. I argue that these strategies have been based on the disqualification of President Santos and his project, starting with a re-signification of the concepts of "peace" and "justice". From an analytical framework that uses Bourdieu and Van Dijk, I see the political field as an arena of struggle for ideas and struggles between powers, where groups make great efforts to give social resonance to their speeches. Thus, I see the Centro Democrático as a group of agents seeking political capital expressed in recognition and power within the State, at the same time that it competes for intellectual objects by the imposition of some principles of vision and division around peace and justice.
Guerra y posconflicto en Guatemala: búsqueda de justicia antes y después de los acuerdos de paz

This article argues that the recent achievements in this field were possible by several institutional changes over time which provided some degree of access to political and legal opportunities. By suggesting that the mobilization of civil society groups has been the driving factor behind the progress of legal justice in post-war Guatemala. A review of the oral and documental sources allows tracking some transformations, before and after, the peace agreements, which favored or inhibited the attribution of criminal responsibility for serious human rights violations committed during the war period. These changes in the political sphere, or resulting from the interaction between pro-justice advocates and their particular context, have enabled the legal activist community to position themselves as crucial stakeholders in the peacebuilding process. In addition, it has allowed them to play a prominent role in the activation of justice through judicialization strategies in this post-conflict period.
Hay que evitar totalizar la violencia para poder comprender la paz viva. Entrevista con Juan Gutiérrez

Juan Gutierrez was invited to share the experience of "Peace Strands Project" in Mexico by the Universidad Autónoma de Puebla and the Tecnológico de Monterrey. This particular project and the long-winded reflection of the interviewee about a strong concept of peace are particularly inspiring and relevant in the actual crisis context of human rights related to the "war on drugs" in Mexico. Why? From his perspective, embodied in the Peace Strands Project, this gives visibility and adds value to resistance and life gestures that deconstruct the logic of the sides of the war and the figure of the enemy. It is about not "totalizing violence", that is, not seeing it as a complete, all-powerful absolute and for it, that for that, to focus on gestures of positive peace crossing the sides and that place value on the traverse humanity always underlying open conflict situations. Juan Gutierrez and the interviewers maintain a live dialogue about these issues for years now and, in the context of his trip to Mexico, they thought that it might be valuable to share some thoughts, experiences, and stories to think otherwise the violence in Mexico.
Mesas de concertación y seguimiento de los acuerdos de paz en Guatemala: lecciones aprendidas para la paz territorial en Colombia

Este artículo reflexiona sobre la experiencia de las mesas de concertación y seguimiento de los acuerdos de paz en Guatemala y saca lecciones para la paz territorial en Colombia. Basado en datos provenientes de observación, entrevistas y documentos, analiza cómo las mesas de concertación evolucionaron hasta conformar una infraestructura para la paz y el papel que desempeñaron en la descentralización de la implementación de la paz. A partir de esta experiencia, se recalca la importancia del nivel departamental como bisagra entre las bases y los tomadores de decisión a nivel central, y de la participación de grupos tradicionalmente marginados para la paz territorial. Además, se debe tomar en consideración las iniciativas locales de construcción de paz exitosas que surgieron durante la guerra. También se discute el rol de espacios multisectoriales en la transformación pacífica de los conflictos locales y la necesidad de mantener un equilibrio entre institucionalización y flexibilidad.
El significante de la paz en el diálogo inter-religioso, una aproximación a los viajes inter-religiosos del Papa Francisco

El siguiente trabajo se propone analizar la manera en la que funciona el significante de la paz en el diálogo inter-religioso y sus efectos en la construcción de hegemonía, a través de las acciones y declaraciones de los líderes de las tres religiones monoteístas de la Argentina. Tomando como referente empírico el viaje a Tierra Santa realizado por el Papa Francisco, el rabino Abraham Skorka y el dirigente islámico Omar Abboud y los encuentros inter-religiosos por éstos liderados. Con este objetivo da cuenta de la realización y el análisis de entrevistas en profundidad a cinco dirigentes religiosos participantes de dichas actividades.
