Metodología para gestionar inversiones de TI en instituciones de educación superior del sector privado basada en VAL IT y COBIT

El proyecto se apoyará principalmente de los marcos de trabajo de VALIT y COBIT 5.0. El marco de trabajo VAL IT, permite gestionar y realizar mediciones apropiadas para poder valorar las TI en conjunto y poder tomar decisiones respecto a sus inversiones en las IES del sector privado. Adicionalmente COBIT es un marco de trabajo que tiene un conjunto de herramientas de Gobierno de Tecnología de Información (TI) que cubre las necesidades de las partes, permitiendo la alineación de las tendencias actuales de las administración de TI y las técnicas de gobierno. Aunque existen otro tipo de herramientas y marcos de gobierno que permiten evaluar o realizar cierto seguimiento a las inversiones. En el presente trabajo se estudiarán dichas herramientas y marcos de gobierno que servirán de apoyo a la metodología a realizar. El objetivo del proyecto es desarrollar una metodología basada en las mejores prácticas y los modelos de VAL IT y COBIT 5 que permita determinar un adecuado uso de las inversiones en TI. Se determinará el estado actual de las Instituciones de Educación Superior en el sector privado de la Ciudad de Cali a través de encuestas y entrevistas. Con el fin de determinar el tipo, uso, modelos, herramientas o metodologías utilizadas por las Universidades a la hora de realizar inversiones en TI. Es necesario que las IES dispongan de una herramienta metodológica que les permita gestionar de forma apropiada las Inversiones de tecnología, la cual, debe ser evaluada por un grupo de expertos.

The investments made by the Higher Education Institutions (HEIs) in information technology (IT) are increasing, as are affected by various internal or external factors such as: the requirements of law, critical processes or new products or services. According to studies that have been conducted at the Universities of Higher Education is evidence that lack of investment plans, perform limited monitoring of investments and are not aligned IT objectives with business objectives. This generates that HEIs can not make a proper assessment of their IT investments. The project will rely primarily on valit frameworks and COBIT 5.0. The Val IT framework, to manage and perform appropriate measurements to assess IT together and make decisions about their investments in private HEIs. Additionally COBIT is a framework that has a set of tools for Government Information Technology (IT) that meets the needs of the parties, allowing the alignment of the current trends in IT management and governance techniques. Although there are other types of tools and frameworks that enable government rate or perform some monitoring investments. In this paper we examine these tools and governance frameworks that will support the methodology to perform. The project objective is to develop a methodology based on best practices and models of VAL IT and COBIT 5 in order to establish an appropriate use of IT investments. Determine the current status of the Higher Education Institutions (HEIs) in the private sector of the City of Cali through surveys and interviews. In order to determine the type, use, models, tools and methodologies used by HEIs when making IT investments. HEIs need to have a methodological tool that enables them to properly manage technology investments, which should be evaluated by a panel of experts.
